Mayor Gunters Experience In Natural Disasters

Mayor John Gunter has led  Cape Coral through several major storms, most notably Hurricane Ian (2022) and Hurricane Milton and Helene (2024). His leadership has focused on immediate emergency response, long-term infrastructure recovery, and navigating complex federal insurance regulations.

During Mayor Gunter’s tenure on City Council, he has experienced and navigated four hurricanes, one tropical storm, a nationwide pandemic, and a blue-green algae crisis. 

Major Storms & Relief Efforts

Hurricane Ian (2022): Mayor Gunter coordinated the city’s response to one of the most devastating storms in its history, which left the community as a “warzone” with widespread power outages and destruction. Key relief actions included:

Emergency Infrastructure: Mobilizing teams to manually shut water valves across the city to maintain water pressure for Cape Coral Hospital.

FEMA Negotiations: Leading a protracted appeal against FEMA to protect a 25% flood insurance discount for residents, which was threatened by disputes over post-storm rebuilding compliance. Hurricane Milton (2024): He managed the city’s preparation and immediate recovery, including:Safety Communications: Issuing urgent shelter-in-place orders as tornadoes and high winds impacted the area.

Recovery Services: Overseeing the opening of comfort stations (showers, laundry, and fresh water) and coordinating curbside debris removal schedules.

National Leadership Roles

Due to his experience in these disasters, Gunter was appointed to the Intergovernmental Emergency Management Task Force in 2025. In this role, he collaborates with federal and state leaders to improve FEMA operations and secure disaster funding for local communities.
